H.R.3816 – Weather Act Reauthorization Act of 2025

Introduced June 6, 2025, H.R. 3816 is the reauthorization of The Weather Research and Forecasting Innovation Act of 2017 (H.R. 353). Oklahoma Rep Frank D. Lucas is the sponsor of both H.R. 3816 and H.R. 353.

Not “Geoengineering” or “Weather Modification” … it’s “Weather Research” and “Forecasting.” Forecasting involves the use of Electromagnetic or Radiofrequency Microwave Radiation as a tool for observation aka, surveillance.
The proposed H.R. 3816 legislation provides appropriations through 2030, expands the United States Weather Research program including: Interagency Council for Advancing Meteorological Services (ICAMS), Next Generation Radar (NEXRAD) research, communications infrastructure, unmanned aerial vehicles, novel sensor technologies, satellites, artificial intelligence, joint technology transfer initiative described in section 102(b)(4), weather laboratories and cooperative institutes, and “enhancing research transition to operations through testbeds, including the evaluation of physical and social science, technology, and other research to develop products and services for implementation and use by relevant stakeholders.”
This Act may be cited as the “Weather Research and Forecasting Innovation Reauthorization Act of 2025” or the “Weather Act Reauthorization Act of 2025”.
